The Nuka-World Power Plant entrance is around the back end of the building, a blue door near the ground floor. You can easily spot it on the hilltop towering above the rest of the park. The road looping north leads to a Power Plant. Once the prerequisites above are met, head to the north-west section of the Nuka-World map.
